Opinion of the Attorney General
We have no jurisdiction to deal with this case except as the Master of the ship may have committed a breach of the Harbour Ordinance (1862).
I recommend that the Italian Consul (The Honorable W. Meswick) be officially advised.

Memo by His Excellency the Governor
Refer once in original (to be returned) to Italian Consul, and state that I am of the circumstance and he will probably feel it his duty to institute inquiry and draw a "Procès Verbal" for the information of the Government which he represents.
I have heard that the Master is a Spaniard. If so, he will do well to act in conjunction with the Spanish Consul. I am very desirous to have a full investigation.
